Status: `unconfigured`; no telephony provider is selected or connected.

Voice will be implemented behind a provider adapter with verified webhook signatures, idempotent call events, consent and recording-law controls, configurable retention, transfer/escalation, transcripts, summaries, and cost limits. Missing provider credentials must surface as unconfigured rather than a successful mock call.
